The NJROTC program was created during the height of the Cold War by the ROTC Vitalization Act of 1964. This legislation, passed during the Vietnam War, fundamentally shifted the program's purpose from a limited recruiting tool to a broad citizenship initiative aimed at instilling patriotism, personal responsibility, and service in American youth. The U.S. Navy began implementing this revitalized program in 1966.
The program's mission is "To instill in students the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment."
This is an early example from the very beginning of the NJROTC program, marking the inception of a important youth organization.
